Camp Rosenbaum is made possible by a unique partnership of three organizations. Since 1970 Home Forward (formerly the Housing Authority of Portland) and the Oregon National Guard have teamed up to send low-income at-risk youth to Camp Rosenbaum. In 1995 the Portland Police Bureau joined as a key partner. Through the years nine additional Housing Authorities were added who collectively send children from their specific housing region to camp.
