Portland’s former Chief of Police Charles Moose passed away on Thursday, November 25th, 2021, in his Florida home. Chief Moose was the first Black police chief in Portland and the second in Montgomery County, Maryland.

In addition to being the Chief of Police in Portland, Charles was also in the Oregon Air National Guard and was a huge supporter of Camp Rosenbaum! His passion for public outreach and community policing shined when he would visit Camp Rosenbaum and speak to the campers.

Charles also worked with General Fred Rosenbaum, General Bruce Prunk, and General Raymond F. Rees to add the Portland Police Bureau as a full partner with Camp Rosenbaum during his time as Chief.

Charles not only served in the Oregon Air National Guard but also the D.C. and Hawaii Air National Guard retiring as a Lieutenant Colonel where he served as the 154th Security Forces Commander in Hawaii.
